I just don't think it is the job of philosophy to provide testable hypotheses to scientists. It's their own job.

Example: the goal of philosophy of science is to study science, not to be directly useful to scientists. Like sociology of science. Or history of science. Sociologists, historians, and philosophers are just doing something different from pursuing scientific questions.
