John, the Stoics literally started wars (Cato the Younger). So I don’t think they have a problem forcing others to do certain things, if they think this is justified by the common good.
In the case of vaccine mandates, for instance, I think a Stoic would clearly see that not putting in place a mandate would be an injustice toward the most vulnerable in society, causing harm and death just because some people either don’t get the science or they have misguided ideas about absolute personal freedom.
As for picking litter etc., of course everyone can only do their best. That doesn’t mean all actions are equally valuable, again with respect to the common good.
